Seems to have been inspired by Schulberg’s screenplay for the classic film On the Waterfront. Here’s what it says about the story in Collier’s Credits in this issue by Jerome Beatty:
“When we heard that Budd Schulberg had written a screen play about the waterfront, and had virtually lived on the New York-New Jersey docks to get his material, we asked him to write a fiction story for Collier’s that would sum up damatically the waterfront problem. The movie, On the Waterfront, is certainly one of the best in years, as you know if you’ve seen it. The story he wrote for us in this issue is also Schulberg at his best.”
